The Port Authority of New York and New Jersey agreed at the end of last fall (2014) to spend $ 14.6 million on two comprehensive studies on noise pollution in residential areas adjacent to JFK International , LaGuardia, Newark Liberty International and Teterboro Airports.

In addition, the manager of these airports agreed to install additional noise measurement stations in the New York borough of Queens and to devote more human resources to deal with citizens’ complaints. Also, citizens of these sectors can access measurements in decibels of noise produced by aircraft flying overhead on the Port Authority website. As well, the local member of Congress is preparing legislation to encourage airlines to use quieter aircraft.

Two studies

First, a contract of $ 8 million was signed with a firm in San Francisco, Environmental Science Associates, to study the noise generated by the presence of JFK and LaGuardia Airports – notably by drawing a map of the level of exposure to noise – and suggesting routes for reducing the impact of this noise on populations. Everything is on the table: a review of procedures for approach and takeoff of aircraft, changes in ground operations, and soundproofing homes. The study will focus special attention on noise intrusion occurring between 11 pm and 7 am in the morning.

The second study, of $ 6.6 million was awarded to Harris Miller Miller & Hanson, of Burlington (Massachusetts) for similar purposes in respect of Newark and Teterboro airports.

In both cases, final reports must be submitted by 2017, respectively in August and November.

The Port Authority is the company responsible for the operation of transport infrastructure, ports, air, rail and land in the US states of New York and New Jersey.
